just read up on your description, it's very simple:
Drag a Blank White Layer to the editor - Materials [Bottom of Image Layer] - Advance Texture Setting - Textures - Albedo - Click on the Clog wheel - Bind User Property - Add New Property - Title [Name it whatever you want] - Click Okay Twice
that's it, giving the user to add their own images or video, hope this help.
