Voicelines buggy
He rarely speaks and when he does the audio ends really quickly especially with voice lines
"whoever found it-" and just cuts out. While playing I hear him speaking but he just keeps stopping and it sounds like it's getting cut off. I dunno if it's supposed to be like that. In the video to show the mod has him finishing his sentences so I don't know what gives

yeah. I found out about it when I tried it the first time and Ellis would still be talking and when I came back I saw the description. I made backup files, added the custom voice files and sound cache, went into the game and at first he didnt say much but then I could barely hear his voice over the sound of gunfire and zombies (may wanna raise the sound audio, it's barely audible) and when I tested with voice commands he would talk and just stop midsentence. Sometimes he only talks for two seconds before abruptly stopping

are you actually installing this to your "Left 4 Dead 2/left4dead2/sound" directory, and replacing the sound cache? or are you just installing it to addons?
I subscribed first, got confused and when I came back to see if I missed something I saw the download. I downloaded it, made a backup of the original files then added them like I said I did. But like in my example video he doesnt finish his sentences for some reason.
Use the dev console to rebuild your audio cache. Enter the dev console and type "snd_rebuildaudiocache." Once it's finished building it, type "snd_updateaudiocache." Then restart L4D2.

I'm actually thinking about uninstalling the voice mod after a while. To do this do I just put the backup voice files back into the original directory or are there more parts at play?

Read my earlier response, since you'll need those commands if you plan on replacing any of the sound files in the game, whether that's installing or uninstalling the voice pack.
The voicelines that are still Ellis' are like nearly inaudible
