Tortise Tank.
How do you earn, build the Art Workshop? I am at T-118 and stuck. I do have the hero generated by the missions

If I remember correctly, it should be buildable in all regions with dyes or marble in them. Not sure if that has changed. Also Miragliano (in vanilla)

Tilea, Remas, Luccini, Magritta and Monte Castello from what I've seen so far has them "hard coded" if you started the game fairly recently.

Marble at least seem as I suggested to be an enabler: So Northern Confederacy's closest seems to be Pillars of grungni which I find kinda funny. :)
There also seems to be a distinct lack of dyes in TEB, as far as I've seen of course.

(eeeh'dit: the dyes were there, I was just blind)
