Wind pumps def seems bugged. I can't find it after researching "Wind pumps"; only if I enable dev mode. I.e. I believe it's still requiring some of the base DBH research.

@edit: nvm this is probably because I had World Tech Level setting it to Industrial. Sorry!

Couple of weird things for my play-through. First, the Sluice Gate doesn't seem to be working, as it doesn't "project" the irrigation zone, even when connected to an irrigation channel. Second, when I try to manually irrigate, I can only do it on square at a time. Why :'(
