In the tech store, you can see the newly released "Windos 99" which puts at around the year 1999 or further. However, based on the fact that the Twin Towers are still standing, we can guess that this is before 2001. So we're in a time frame from 1999 - 2001. However, in the gun strore, on the gun poster, there are some guns that weren't even in development in 2001. (SCAR, XM8, FN2000) There are a few other time innacuracies which i don't remember right now.
