The Kingdom of Midland needs to completely fall for the Hawks to spawn in. They are scripted to lose a town each night after the Kushan invade so it should be fairly quick, and after a kingdom is fief-less they will disappear after 2 weeks.

This is my last save file
The fix itself was fairly easy, I got your save back to where it should be. There is an interesting bug I hadn't encountered where Griffith as the White Hawk is returning as a Commoner despite being leader of Falconia. Unfortunately I don't have an archival version of the Module System to correct that particular bug before the next release, but I'll add it to my TODO before the next drop.
In the meantime:
