When I hosted a personal server, I just used the normal game to generate these files and I just copied them over. They are found in "C:\Users\your username\Zomboid\Server". I also used linux to host it so I don't know how different it would be using windows.
I saw that you used a server hosting service and I've never used one so I don't know exactly what you have access to, but you can also host these servers locally on your own machines.
Make sure your ini file has these lines in them to get the server to correctly load the content:
Mods=SOD2MeagherWY
Map=SOD2MeagherWY
WorkshopItems=2917147766
That log says it starts to look into map folders, but it doesn't list any so these config files may not be set up correctly.
