Silent Cartographer Legendary crash on startup (Update: nothing works)
Update. Verified game file integrity, reinstalled the game, and I cannot launch into any level.

Have you installed CE's multiplayer? That's required for the mod to work.

I did. Turned out to be NVIDIA releasing a driver without notifying anyone... not sure why that affected it so strongly.
