Basically, you have to conquer attu island, then you will get a decison telling you if you want to give the islands to RK Ost Siberia or RK manchuria (i might be wrong on manchuria, since im going off of my memory) and during the event, it will give you a third decision that says "Who's that hooded figure in the room?" That decision will give you the choice to cede the islands to the SHOCKER nation

And the game gives you a decision to play as SHOCKER as well!
