Incompatible DirectX version
I just began giving ARC9 a try a was greeted with the pop-up indicating a compatibility issue. However, I have NO clue how to fix this. My system is up to date and Steam claims Garry's Mod is running on DX11, but the pop-up claims I'm running 8 or 8.1. The solution given in the prompt cuts off at "if dxlevel 70/80/85 is lis", so I have no idea what I'm supposed to do. Any suggestions?

gmod can't run in dx11 because source engine supports dx9 maximum

Sorry for cut off text, it says "Solution: Go to Garry's Mod's launch options and insert \"-dxlevel 95\" into the launch parameters. If \"-dxlevel 70/80/85\" is listed there, remove it."

If that inserting -dxlevel 95 ain't helping, try putting +mat_directx 95 there too

Ah, gotcha.

The only errors I really had were sideways scopes and glitchy gun bobbing on some EFT guns. I guess my only other question is if there's a way to prevent the bloom from randomly fading in and out when opening and closing the gunsmith editor? I have it disabled in post-processing but it randomly keeps kicking in.

Two first issues you mentioned is caused by some of your incompatible addons
Bloom issue only happens on gm_flatgrass so don't play on it
