no, this is not how it works, those packs are completely fine

Your attachments breaks because you reaching some gmod lua limit, you have too many addons!
All you need to do is decrease amount of any other addons installed (like, just any, not only arc9, for example other weapon bases/packs or addons with lots of functionality) and you will be able to use all those packs in single game
