I have no clue how to turn off tool tips even with the ARC9 HUD off
Just need an answer, that's all.

Pay little more attention to the settings you turning off to disable hud

Yeah I found the setting only 10 seconds after posting the discussion.

it wont turn off for me, i turned it off in the REAL settings and it keeps showing me it, i mean the like side hud thingy when you look into the sight it says stuff like C = peek & stuff
