Dials need to be turned; the code is different from the original (2746), but it can be found by looking at scraps of paper around the map to find the code; Yellow is by Jug in front of the zombie barrier, Orange is in the boathouse behind Stam, Blue is next to the blue dial, and Purple is in a life preserver near Double Tap. Once you have these numbers, the Purple dial needs to be turned to its number, then Yellow to its number, then Blue to its number and the green light should then show up (Also, did you not have to do the co-op radios on solo? For both of the games I played I had to)

Managed to get the submarine to fire the green light, but its not showing inside the lighthouse and the vr11 step isnt working.

I followed the steps in this order:

-power on
-fuse step
-blew up generators
-turned levers and sub fired the green light

Step 3: destroy generators, there is one right in front of the door where the crew is stuck (throw a grenade through the gap from the bottom of light house), there is one next to the boat at the path that goes back to spawn (throw your grenade from where you clear the debree near 2nd floor of power), there is one next to the front of the boat on the left side (throw your grenade from the left side slightly above the generator), the final one is behind stamin-up outside the window barrier (crouch down near the window and aim slightly above the generator). Hold your grenades for about 2.5 seconds before throwing
Step 4: interact with radio under power near flinger, then interact with radio at staminup, then interact with radio at the back of the boat near zipline, then interact with the radio below the stairs below phd flopper, then interact with the radio at staminup again
Step 5: get the vr-11 out of the box
Step 6: kill a turned zombie in the green light, then obtain the golden rod
Step 7: give the golden rod to Richtofen, then knife the sparking fuse (they will reward the wunderwaffe when it's completed)

I was at the green light step after I did all of the steps from step 1 to step 4, I died before I could get the VR-11 out of the box.

The dials are only for the co-op EE

It seems random for the dials; for my solo game I had to do dials before the lighthouse green light appeared

Yup dials are required to make the lighthouse green light appear inside, not a fan of it personally. I am fine with them adding in the radios on the solo EE, but not the dials
