Is it possible to create Resource Packs?
I know how to make ones for vanilla Terraria, but I never tried with mods and I have few cool textures in my mind that I would like to make, but I have no idea if that's even possible. If it is, is there any guide or some resource to show where to start?

No, this is not possible. Best you can do is making a mod for this (which is different from a resource pack)

Oh alright, do you know anything that may help with changing the textures? Or at least any mod that does it that I can look into?

Not that I know of. But other people have done similar things, you can look around on google or something
