The School's Out zombies will appear in any area that is defined in vanilla PZ as being part of a School "zone". Somewhat frustratingly, not all the schools on the map are defined as such.
The schools which will spawn student/schoolgirl zombies are Louisville, March Ridge, and West Point. Neither the Riverside nor the Rosewood schools are marked as such in the map, annoyingly. (Nor is the Muldraugh Elementary School, but that's fair, 'cause it's...well, an elementary school.)
If you still aren't finding zombies in these areas and you have the Dress Code Enforced sandbox option selected, it's possible your ZombieZoneDefinitions file is being overwritten by another mod that affects zombie spawns/outfits. This is pretty rare, since it's bad practice to do so, but without knowing your full mod list I couldn't say definitively otherwise.
