Dragon Lead Ore spawning is based completely upon your alignment at the time you would generate it. Otherwise, you get something else. This was defined in the alignment feature, along with the current final boss's phases, as being the at-present ways alignment impacts progression. I would advise looking into the details of alignment as such becomes available, as the feature seems to be planned to become more complex in the future.
