They will change depending on what weapons they have.
If the only have a melee weapon they will be classed as infantry
If they have any range weapons in their inventory (Not javelines) then they will be classed as range
If they have a melee weapon and a spear, pike or shield it will be classed accordingly. (This is also how the base mechanic in the game works for companions)
-Cheers!
Here is an unlisted video explaining how to make it work great with improved garrisions!

Now remember CONFIG FILE has been replaced with MCM! So simply go into MCM (Options and then mods) and change the settings accordingly.
My version is heavily modified by me. I added patches and personal features.
-Patches to make the mod work better with other mods, for example a bug where horse armour would not appear
-Patches that fixed the weird ammunition disappearing
-Patches to fix the UI and text problems
Personal features
-T6 soldiers because I like to have variety
-Fixed UI and text problems
-Changed some settings and cost of the soldiers
The reason to why they not here is because all of this was persoanlly added to the mod by me, before I knew the wholes story and yada yada.
Sadly no, there was never a plan nor thought of "soldiers" being needed to be in a town.
Also Fourberie is another mod, so I doubt there will be a patch on this version. I could add a patch on my version but sadly I have now moved away from this project and continues supporting people with skyrim mods instead. There is a mod that allows companions and the player to have armour instead of civilian gear in town, that the best I can do for you atm.
-Cheers!

You can tho use ATC to make custom troop trees, or what I have done which is a quite long way of doing it. By downloading a troop tree that replaces a native troop tree, and simply edit the file with notepad++ (By copy pasting an exported custom troop tree from a save)
If you wish, I could make a video of it when I get time.
-Cheers
Yea when I get time. I really need my animator back but shes went to war (She is an anti-terrorist responder and got called in & sent to a country)
Also I am currently working two part-time jobs so don't really have a lot of time, and I have promsied to first make an export & import video first. But I get to it whenever! Sorry for the inconvenience
-Cheers!
