Simple Helmet is available from the game start it offers 4mm Sharp and 6MPa Blunt armour for normal steel variant.

Then we have Plate Helmet that needs 600, Plate Armour, research it has 2.10-3.50 mm Sharp and 3.15 - 5.25 MPa Blunt armour for normal steel variant.

The Simple helmet is clearly better then the Plate Helmet. It has better armour values. It is cheaper to make. It cost no research. It doesnt make sense.
