If graffiti doesn't work for you, then try changing the map or writing console commands (r_decals 1000000; mp_decals 1000000)
If your graffiti has an emo texture, then this is due to the limitation of the number of stickers in Garry's mod (256 units), perhaps they are created by your other addons, which interferes with normal application
