Please be kind to each other. There are other shops where you can buy game, not only Steam.

Someone already posted a link in Nexus, check Nexus comment section.

It seems, there are some problems with inactivity and license restriction on Nexus.
If you need my opinion - be free to upload "reload" version anywhere you want.
