I am unable to spawn the majority of factions with this mod enabled, even when its the only mod active.
Only other issue I have noticed is that the world maps that generate have weird separation from the main body of the world and the north and south ice sheet poles; it is as if they are islands to the north and south and are either not connected at all or are just connected via a tiny land bridge. This happens even with out any mods, its just out of the ordinary compared to all other worlds generated in general.

With just Faction Control and all the DLCs installed, all enabled factions spawn faction bases properly (including the Trader's Guild from Odyssey). I can't reproduce that bug.
I am however running into the same bug, albeit a bit different. Some factions are totally absent, and if they have a base, it's just one base on the whole planet. This seems to be connected to another bug reported in RimCities where the only faction bases spawning are cities, because after doing an A/B test I notice that the cities are just additions to the broken faction base generation.
Whatever is primarily causing this bug, it doesn't seem to be Faction Control or RimCities.
