Victoria 3 is only available on Steam, like all paradox games released since EU4.
They have started requiring login with a steam account that verifies the purchase of the game on your steam account, to download mods for that game from the workshop. That means that if you buy the game on gog, g2a, epic, or any other platform, you can't download mods from the steam workshop.
While Victoria 3 is only available on Steam, many modders are planning to move mods to other platforms until this decision is reversed. This is about all games, not just Victoria 3.
no i mean this game without this mod was for me not in a playable state. tested the yarrrharrr version with this mod and it was lots of fun. bought it then on steam.
