Making a malignant is a slow process unless you have someone with the rare Lore stat. Not insurmountable. But this can only be done on an infiltrated dock in some place WITHOUT a deep one cult.
That means you need an agent in a specific city, HOPEfully closish to the deep one cult you actually want to mess with. And you need to spend a bunch of intrigue AND lore, meaning a long time whoever you use. AND you need to set that up so that you have a slot open when you get it done. So if a seal breaks and you have a slot, you look at your minion menu and say "I'd sure love a fisherguy". Well. Your options are leaving that slot empty for something like 40 frickin turns, or giving up and getting the courtier again. It's not QOL.
