because jotaro didn't train his time stop ability after dio's fight because he didn't need it for anything. it also probably hurt him, because dio was a vampire and jotaro isn't. time stopping breaks reality and stuff so yeah.. time stop is trained ability so after not using it for years it was already down to like half a second, and he could stop time for like 2 seconds in stone ocean
