Victory conditions
So there seem to be 2 victory conditions ?
1. More than 50% of the population being on ur side
2. Capturing all airports

Does that mean that I have to do both or just one of those ?

Both.
It also only checks in economy ticks, so it may take a few minutes after you actually meet the conditions before the victory screen shows.
