i still do not know how to get a loot box?
guide says "You can obtain loot boxes for $10 at the vehicle box"
what is vehicle box? the big red cargo container called "Garage" in game? also it does not sell anything buy vehicles

No need to double post an hour apart, but as replied to you on the comments of the main page. Try the flagpole at HQ or a captured location.
It may be that the guide is incorrect.

ive tried all the pole boxes sleep bag and the officer none has that option. does it only appear after a certain among of time has passed or after starting a mission or some game progress?

You can find the lootcrate when Interacting with flagpoles in Outpost (should be the bottom option in the mouse-wheel menu).

OR

Go to the red crate in your HQ and enter the "Buy vehicle" menu there it sould be under the "other" tab

Also make sure you enabled the loot-crate in the parameters. It sounds like you turned it off
