I had the same issue, not sure what happend
I tried this and it worked

Deactivate the mod in the games mod menu,
then unsubscribe the mod
close the game
Deleted all mod folders in the directory named 2867431511
I went to extra lenghts to start the game without the mod just to make sure its gone
then closed it again
then as normal subscribe to the mod and activate it in the game
when starting a server I made sure its both in the Workshop and Mods settings and in the correct order and now it works
