Same here, would appreciate some help. I have it and Harmony installed and no toolbar, and does not existing in the Options menu. I recently dumped all my mods and started fresh so this is one of the few I have installed and its more or less critical to the way I have played the game for years (coming back after a very long lay off from the game to find Road Anarchy has been replaced)

I'm having the same issue. I've tried a bunch of different things. Restarting, verifying files, reinstalling. Nothing seems to work.

I seem to have a workaround. I wasn't able to get the mod to work through stream workshop. However, If you subscribe to the mod in steam and than move the file from the workshop folder into the Cities Skylines mod folder it works. I was having this issue with multiple mods, and that was the only way I could get them to work.
