I'm not 100% sure if it's the layer destruction mod, the only other mod that really touches repairs is the LTS maintenance mod, but I have all options off for that mod (I just like the sewing kits and weapon repair kits)
It just repeats itself, not rapidly but I'm fairly certain it's buggin out my colonists
