A bug
How to delare the war towards other countries? I can't find the option in the conversation with my NPC....

Well, If you do rule a nation, you could either talk to the Minster and tell him/her to declare war, or you could raid settlements, or attack villagers of other nations, soon the factions villagers you attacked will be hunting you. try that, and you can also just simply without reason attack a lord of the nation you wish to go to war with.
