I know Frodo said that he won't do it, but I just wanna ask. Is there a way for someone else to do it as an addon?

I find Immortal Empires a sandbox. This mod itself is very sandboxy, so I find it ironic that the recent function to toggle on or off the idea of having diplomacy with the scenario factions is not here. Suits the sandbox purpose. Let's say you play ogre kingdoms, or vampire coast who are very netural. I know it beats the purpose of a challenge, but sometimes you just wanna enjoy the carnage in your own pace or in a different method.

But, I like Frodo's vision and I respect that it is his mod after all.
So I wonder, if no one else wants to do it, is there a way I could add this on my own? If so, how?
However, I am a complete Fetus when it comes to scripting, so just telling me to do it myself with no experience is like listening to the static amalgamation of noise that came from an old dial up network. It's no pleasant, but nostalgic none the less!
