I’ve encountered a bug(suspected) while playing as Reikland,
When reclaiming Imperial towns from non-Imperial factions, I’m unable to restore the previously destroyed Elector Counts,
it's that because I chose to accept refugees?(although aside from Wissenland and Middenland, the others have no legendary characters, I still doing this, for immersion.)
