free states of america
cannot form the free states of america as the mid atlantic union but have all the regions i should

You need to be at ADM tech 10. None of the formation decisions appear until you have the proper ADM tech level.

ADM tech 14 here as the Great Lakes, the deicision is there, all the boxes are ticked green, but can't enact it.

Need to own all of the provinces which coincide with most of the states that made up the United States at the time of the outbreak of the Civil War. They are as follows:

Maine, New Hampshire, Vermont, New York, Massachusetts, Rhode Island, Connecticut, New Jersey, Pennsylvania, Maryland, Delaware, Ohio, Indiana, Michigan, Illinois and Wisconsin.

Taking Minnesota, Iowa, West Virginia, California, Oregon, Misouri, Kansas, Minnesota or any of the other territories at the time of the Civil War is not required.

You MUST have Philadelphia, New York City, and Washington DC cored.

It was my mistake that I said that you had to be ADM Tech 10, its actually ADM Tech 7.

Yeah you're culture is correct.

Go to My Documents\Paradox Interactive\Europa Universalis IV\saves\ Then drop it into a zip file. Oh geez... I see what I did there. 2491 is not New York City, that's Layette in Louisiana. Its done been borked.
