CB system broken?
If you fabricate a claim on someone, you cannot declare war for that claim. You can't even declare for cores. Am I the only one having this problem or are there more? Is this being fixed?

No your not. Everyone has the problem. But, the first paragraph states thats thers a CB issue.

When I can figure out how many countries at start is too much. It seems to be an AI issue, if there's too many countries at start, the CBs break, but if I reduce the number of countries, its fine. I've decided to blow up Africa and have it empty, but I haven't had a chance to finish removing all the countries.

you could do this to reduce countries:

make frances vassals part of it, and then add an event that causes the vassals to get their orginal provices back. do the same for other ♥♥♥♥ like that, such as mazovia/moldovia and yaroslavl/perm/pskov.

Anyways, I'm looking to either consolidate France or the HRE, maybe. I haven't decided which nations in Asia get the boot besides Japan being united.
