how to grow settlements that dont grow on their own (kemri) nagash mod

There's also a ritual to make the non-growing cities start growing, though you have to move Nagash there to do it.

the ritual doesn't work for special city such as Kemri. it works only for generic capital.

Yeah, I meant non-growing=provinces that can't grow on their own. I should have spent the extra time and clarified.
