bug: I got +20% casualty replenishment rate(undying horde) with nagash's blue skill but it doesn't work.

i did test another lord. undying horde doesn't work. reloading and re-selecting doesn't fix.

with further test, i found that replenishment rate from skill doesn't work. replenishment rate from horde building works.

bug2: replenishment bonus from local building(field of bones) doesn't give bonus to province. replenishment bonus from local building is applied to province usually in other races.
