When you enter bus stop on Scammonden Road, sound of a rain is getting louder for some reason.

When the "Texture detail" graphics setting is set, in the range from "High" to "Low" - some road signs, billboards and the like lose their normal texture.
And depending on the set level of texture detail, these problematic textures change.

As an example - at the "Low" level there are Black-Purple textures. Screenshots of this, I uploaded them to Imgur for clarity, please:

I found a way to fix it: You need the program "VTFEdit" to open the corresponding problematic textures, and in this program you need to activate the flag "No Level Of Detail" and then save the corresponding texture.
