No mods that I'm aware of but it's possible Brita's *Armour* Pack is being goofy; I haven't been able to find any of the guns spawning in the wild either. Checked unexplored areas too.
If you can load into a vanilla server with only Manhunt and/or GTA on the mod list, teleport or go to a gun shop or police station, there's one in Rosewood to the south. There may be a chance that you wont find them so try a few different places. Using debug mode can help you travel around, that's how I tested stuff.
You can also try it in a solo session.
If you can find one, then its an issue with one of the other mods you use on that first server. You could then try testing it with only this mod and Brita enabled to see if that is the issue.
If you can't find one, try again with someone else being host.
Then if you still can't find it, the nuclear option is to uninstall the game, delete all remaining mod files in the workshop folder for the game, the default location is
C:\Program Files (x86)\Steam\steamapps\workshop\content\108600
then reinstall the game and it should auto download all your mods. From there you can try the vanilla server with only my mod enabled again. If it STILL doesn't work then it must be some freak incident that requires looking through the console.txt file at
C:\Users\zzzYOURNAMEzzz\Zomboid
