After looking through the code it appears this mod works differently than most. You get in your mod list "RandomSoundEvents" plus ones that look like you'd enable if you just wanted those events. But instead, what you need to do is enable at least one of those other related mods in the list along with "RandomSoundEvents". So for instance along with the base mod, you would need to also enable something like "RandomSoundEvents_Sirens" or you get the errors. You can enable any or all of the related mods.

The description does say this, but I didn't notice it. I just assumed the mod worked a certain way based on most of the others.
