Its a class specific hat (not all class), and one that, silly as it is, would fit engineer considering engineer can also wear an in-universe gameboy on his side, and/or socks with sandals. Both of which, as a product/idea, weren't realized in american society until well after the events of the main game.
this is just what workshoppers make so their garbage gets in, no longer will there be good hats it'll just be "xD wacky funny and silly!" hats that look like ♥♥♥♥
Or it could've been made because the author believes a classic hat style should be made into a unique variant for each class in addition to the main all-class towering hats. But in either case, that's not here or there unless the author wants to say so otherwise.
Parodying something older, or something that already exists aint lazy. People have been doing that in TF2 for years already. Going by your logic, any sort of animal companion cosmetic, or all of the hats featured in robotic boogaloo don't deserve to exist in the game because they are all wacky, aren't original hats, and are uninteresting submissions.
There are good hats in the workshop. They are there, and workshop creators still make them. Its harder to create an original hat idea, then make it, then you think.
