The only actual clue that i can find, with my limited experience with the map, is that the lift has the back panel/plate/other-term seemingly different from the lift itself. As for if that would help, or if im explaining it properly, i've got no clue.
Note: Interacting with it doesnt do anything, and neither does beating it with a stun baton, so im only guessing you have to maybe bring something to it.

I don't know if it was ment to open the elevator this way, but I used the Harry Potter Wand addon with the spell Alohomora on the elevator and it went down
