They are craftable, it's a pain to get them early game but once you've raided a few places you'll start finding a ton in loot too.

I didn't find a possibility to learn how to craft them.
But there is a posibility to learn the same bullets without casings, but I cannot craft them in a constructor.
This kinda sucks a bit, because I did spend points on learning them.

You automatically know how to craft bullet casings, they are in the components tab along with computers, optical fibers etc.

Salvage one or two thrusters from an HV and find your POL Trading Post, casings cost 2 credits each, I drop by the trade post and buy out whatever they have every couple days after they replenish. Most bullets there cast 1 credit each so I buy out whatever round I need at the same time.
