Has anyone experienced what seems like a large number of zombies respawning every time you enter and exit the interiors?

We have killed every zombie around us before entering and upon exiting it will look as though a swarm has entered the area when we move beyond what our screen can seen.

We have respawning completely turned off and migration turned up very high.
