The main source of oil is small volcano-like vents on ocean floor, which generate globes of oil above them. They are pretty much everywhere, but tend to have an unusually high concentration under floating chests.

In the main game, it is possible to pump oil out of oil ponds in the desert, but I have not encountered one in Raft Mechanic.

Thanks for the help! Yes I do know about the oil globes underwater, but its tedious and time consuming like clam diving, and yields small returns.

I still would like to know if I need to start a new map to get the oil derrick again? or If the derrick has been removed and possibly the oil pond source has changed?

Since sharks drop a lot of upgrade kits, I find it easier to upgrade my engines to the maximum, thus gaining great fuel efficiency. After that, I do not need to care about getting a lot of fuel anymore.

If our worlds spawned without one, we would have to create a new world anyway if the fix is implemented, right?
