First, there are islands with burned-down trees. Cut one down, and you'll have ember.

Second, if no burned trees are available, in this mode, treed drop seeds.
Plant a tree seed, and water it with a bucket of chemicals, and after a while it will grow into a burned tree.
This is best done near a lake full of chemicals, but you can always just carry a few buckets of chemicals on your raft.
