when i have the close up animation and push the key i would use it breaks
my characters arms in first person and moves my arms in the right directions and i cant see the tool guns screen. but i have a different skin for the tool gun

so is that the problem

If you have other addons installed that also change the toolgun model, then you need to disable them. If there are no such addons, then you most likely need to restart the game.

If reskin is just texture replacement then this should work.

i have this too which replaces just the c-hands while leaving the gun model completely alone and changing the fov of the arms slightly, not sure if that affects anything but i'll try disabling it too

Then I don't know how to help you. I don't know why this is happening to you. Perhaps you installed some addons manually or replaced the game files.

when i bind invprev and invnext to keys, it counts releasing a key as an extra keystroke making the inventory scroll twice
