As the title says, I'm wondering if it's necessary to manually disable import/export for buildings that have been set to match only to a specified district or building.

Will a building that has been set to Within District Only, or to only receive from specific buildings, still make import/export offers if their in-district or building-specific offers are repeatedly not met, as long as import/exports are not manually disabled?
