Looks like you are missing the Locales folder and locale file en.csv
I have made a new folder on Github with the latest build in it:
Version 1.8.4[github.com]
If you copy this into your:
D:\rain folder\CitiesSkylines\Files\Mods\TransferManagerCE
It should run fine. Although you will also need to get a copy of Boformers Harmony mod as well as it is a dependency of this mod.
Pathing showing up means there is a pathing error.
Which means the disaster unit tried to respond but couldn't find s way to get there.
If you upload your save game somewhere I am happy to look into it for you

Ok I had played a little bit with mod switched of, saved, loaded, turned mod on again and It's working for know. I hope the problem would be gone :D
