Tullaris Dreadbringer is super OP
Whether you play as Tullaris Dreadbringer or not - both you and the AI have options (and the AI will always do) to recruit "Ossian Guards (Har Ganeth Executioners)" at turn one. This is a Tier 5 unit, OP stats and very difficult to play against as Alariel - because Tullaris (as AI) will always move to destroy your settlements at turn 2 to 5

is there an option to turn off those ROR Units?

I've never had him rush at me playing on Hard campaign difficulty. By the time he moves his primary army to do anything against me (usually turn 5 or 6) I've taken the gate on the way to Tor Anlec and setup an ambush at the gate that can auto resolve for very little casualties.
