Unit Cap Conversions
Would it be possible to make, even as a submod, something that allows "conversion" of points between rare and special, but with high costs?

The player (or AI) should be able to spend rare points as special points, with each 1 rare point = 1 special point, or 2 special points = 1 rare point.

The idea is that you can get more interesting army compositions this way, but at a high cost to the army, in order to specialize in certain ways better.

Additionally, by allowing excess rare points to be converted, it opens up the midgame in campaign mode because there aren't many rare units to recruit from before turn 80-100 in the average campaign, so players (and AIs) can convert used rare points into other special units to buff up midgame armies. Late game, there may be points where someone may want to specialize in a special tier unit and also convert used rare points. But since rare points are overall stronger, converting them down comes at a high cost.

That would be possible a a submod, yeah.

Would just be a matter of creating a skill/trait/dilemma/literally anything which has

ttc_capacity_special
ttc_capacity_rare

as effects, with the desired + or - points. Those effects are read by the mod script when running the system,
